Probably the most helpful aspect of Brozer was how it centered factions. Reading that and going back to the 1e Monster Manual, I finally made the connection about what it means to run into 20-200 Elves: the MM is a *faction generator* in that same vein. Going by the DMG rules for developing territory on page 93, if a road passes through the territory you can roll 3 times on the Inhabited table and 1 time on the Uninhabited/Wilderness table (no road is only once on the Inhabited table). Now I use this initial roll to establish which factions are in the area and the Monster Manual very helpfully provides instructions on what each faction is comprised of. In this case, I got Pilgrims, Elves, and Wereboars: Elves got their minimum number and are not based here (decided by “% in lair” value in their entry), so it was decided that they are a detachment occupying the woods and hunting the wereboars. They are preventing the pilgrims from entering, even wounding some who ignore their warnings. No one has died yet though. Wood elves are noted to have a 75% chance to avoid contact, which these guys are found to slot into this statistic. The pilgrims entry helps you decide what kind of pilgrims they are, in this case they were Lawful Good. Their entry gives who is the leader and what their level is. ALSO very interesting is that pilgrims have a chance to contain thieves! It was determined there were 6 thieves with one being 7th level. Wow, they must be after something important…perhaps the holy site is present in the woods and they think there’s something there they can steal? I decided that the wereboars are veteran berserkers who have been infected with lycanthropy. There are 4 of them, but it seems that they are of a temperament to mingle with normal boarkind, so they might have some support. They are holed up in the holy site, discovering that the elves won’t follow them there. They aren’t particularly interested in working together but will rally around their biggest member if a sufficiently dangerous force approaches. Wildcard is a pride of lions that ARE based in the area. Nothing much to say on them. So based on a few rolls I have a clear idea of a problem, who the major players are, and now the players can decide how they want to approach and who they want to do business with.
