Remember the @bbcpanorama investigation of #WinterbourneView care home near Bristol? Secretly filmed footage shocked the nation. It showed patients being slapped, restrained, having their hair pulled & being held down as medication was forced into their mouths.

Yet 11 years on from #WinterbourneView the scale of Government inaction is jaw-dropping.
After more than a decade of cuts to social care and total apathy on this human rights scandal, responsibility for "inadequate" ratings rests solely at their door.
