As with #WinterbourneView , parents are actively prevented from seeing their sons and daughters. This should be a 🚩to local authorities and health boards but, all too often, they support this abuse of power, because they do it themselves.
15 CARE HOMES SHUT DOWN BECAUSE ONE WHISTLEBLOWER REFUSED TO STAY QUIET
You're an adult with learning disabilities living in a care home in Devon. At night, instead of a bed, you get put in an empty room. No heating. No bed either, just an inflatable mattress on the floor and an armchair. And a camera watching you the whole time.
That was Veilstone care home in Buckland Brewer, near Bideford. Run by a company called Atlas Project Team Ltd. The man in charge was Paul Hewitt. He'd actually sold the business back in 2006 but stuck around and kept running the show anyway.
Here's the part that really gets me. In 2009 and 2010, inspectors from the Care Quality Commission visited a dozen Atlas homes and wrote them glowing reports. Great job, well done, gold stars all round. Meanwhile residents were being locked in cold rooms overnight like it was some kind of punishment.
A whistleblower tried to raise the alarm in 2011. And what did the regulator do with that information? Passed it along to the local council and moved on. It took a second whistleblower going straight to the police that same year before anyone actually bothered to check properly.
When they finally did check, it wasn't pretty. Residents had been shut in that room over 1000 times. Left for hours with barely any food or water. No telly, no furniture, nothing to do but sit there in the cold. Prosecutors later called it organised and systematic abuse, which is a very polite way of describing what happened.
All 15 Atlas homes across Devon, Hampshire and Berkshire got shut down in 2012. Police launched Operation Baddeck. By the time it went through the courts, 22 people had been charged with 86 offences between them, including conspiracy to falsely imprison and conspiracy to ill treat vulnerable adults. The home manager, Jolyon Marshall, got 28 months. His wife was convicted too. Thirteen people in total.
Reporting restrictions meant the public couldn't even find out the full story until years later, once all the trials had finished.
CQC eventually said much has changed since 2011. Good to know, though it took two whistleblowers, a police investigation and years of court cases to get there.
This is exactly why whistleblowers matter. Nobody else was checking. Nobody else noticed. One person refused to stay quiet and that's the only reason any of this came out at all.

Second chance to hear the lovely @LucyGoBag if you’re near a radio at 9a.m. So many insights of ‘disaster planning’ have lessons for #SocialCare fails like #WinterbourneView @BBCRadio4 @BBCSounds

What is going on, not just in UK, is the dehumanisation of disabled people, mentally ill ppl & chronically ill ppl - a tool used by govts to wash their hands off of us. How did things like #WinterbourneView happen? Because when society dehumanises us, they treat us like animals.
Remember the @bbcpanorama investigation of #WinterbourneView care home near Bristol? Secretly filmed footage shocked the nation. It showed patients being slapped, restrained, having their hair pulled & being held down as medication was forced into their mouths.
@NurseStandard @wesstreeting Can we please look at bringing more services - HV, CAMHS, CDAT, LD, mental health etc - back into NHS trusts, repealing some (if not all) of the H&SC 2012 Act & undoing this fragmentation of services & awful drop in care standards? #winterbourneview
This failure is another broken promise to "transform care" for people with a #LearningDisability and autistic people, following the abuse scandal at #WinterbourneView in 2011. 3/4
In appropriate detention!? People are stuck in these.. We need action on the plight of people with #learningdisabities and #autism who are isolated in hospitals. Lets not forget #winterbourneview as well @icars @LtFCIC @ADHDFoundation @mencap_charity @BILD_tweets
Our acting CEO @finferg is on @Channel4News tonight to talk about the inappropriate detention of people in mental health hospitals.
Over 2,000 people with a #LearningDisability and autistic people are locked away right now.
Watch tonight to learn more about this scandal.

@BaronessHollins @NHSEngland @normanlamb @lucianaberger @HouseofCommons @BubbCeo @cj_dinenage The ever brilliant @normanlamb again highlights a model of care that is outdated and wrong

Today marks 12 years since the abuse scandal at #WinterbourneView was exposed by @BBCPanorama.
The government responded by promising to reduce the number of people with a #LearningDisability and autistic people in mental health inpatient units. 1/5

It’s 12 years since the @BBCPanorama documentary about #WinterbourneView.
12 wasted years of talk, reviews and reports.
And no meaningful action.
Watch our vigil from the 10 anniversary and ask yourself if this rotten system will ever be fixed.

Watching @BBCPanorama about #winterbourneview abuse from over ten years ago. That this happens to anyone, let alone our most vulnerable who don’t have a voice of their own is sickening
@davidabbottbris @VotePursglove Perhaps @VotePursglove can have a chat with @SteveBarclay & @GillianKeegan & make an effective plan to work with disabled people & their families to end the abuse allowed by this govt

@RhonddaBryant Those who have signed below include #thousends of #whistleblowers. Family's of abuse victims & #journalists such as Joe Casey who went undercover in #WinterbourneView please compare to #WBUK attempts at petitions. Paid access to @UKParliament beats hard evidence

@RhonddaBryant @HoCStandards @PremSikka we must have some #democracy when it comes to access to @UKParliament #EdnasLaw is based on evidence from 10k #Whistleblowers petition is supported by over 7k, its blocked by #WBUK & their #APPG because we won't pay for access
I watched #WinterbourneView from #BBC in 2012 again this morning & I'm shook, 10 years on. Prof Mansell cited it as “the classic model, the long serving unqualified strong member of staff who sets a benchmark for managing the situation by the exercise of physical violence on the.
Yet 11 years on from #WinterbourneView the scale of Government inaction is jaw-dropping.
After more than a decade of cuts to social care and total apathy on this human rights scandal, responsibility for "inadequate" ratings rests solely at their door.

This is the same way that #EdenfieldCentre happened, and how #WinterbourneView happened too: the #groupthink of multiple mid-level admins who considered it more important to protect the #reputation of the #institution than to do the right thing - and the systemic damage...
If the Govt had delivered on its broken promises on inappropriate inpatient care since #WinterbourneView further abuses could avoided.
This is a result of apathy & complacency all the way through Govt and the health & care system.
When will they take responsibility?
