Sacramento’s Phone-Free Schools Act (AB 3216) forces local districts to ban student smartphones.
While distraction-free classrooms sound great, pushing the enforcement bill & pouch costs onto local schools creates new friction.

Last year, CA joined at least seven other states in adopting or expanding rules to reduce the use of cell phones by students in schools (#AB3216 @joshua_hoover). But while these policies enjoy bipartisan support, enacting them may prove challenging. #caleg

The State Senate just passed the #PhoneFreeSchoolsAct 32-1! Earlier today I had a great dialogue with students, administrators, and our State Superintendent Tony Thurmond about #AB3216, my legislation to limit the use of smartphones during the school day. It was encouraging to hear from youth leaders about how social media and smartphones are interrupting their academic experience and what we can do to change that.

Momentum is growing to limit smartphone use in schools. As more districts embrace this policy they have seen improvements in the academic performance, social interaction, and mental health of their students. I look forward to sending #AB3216 to the Governor’s desk very soon.
New: Gov. Gavin Newsom sends letter to California schools, urging them to restrict student cell phone use.
His office says he’s working with lawmakers to further limit smartphone use in schools, but in the meantime says “there is no reason for schools to wait.”

Gov. Newsom is right. CA has to do more to limit the use of smartphones during the school day.
I introduced #AB3216 to make sure school districts take action to protect kids. We have built a strong bipartisan coalition and look forward to working with him on this critical issue.
It’s time to limit the use of smartphones during the school day.
When our kids are in school, they should be focused on learning -- not their screens.

Grateful to see more districts pass policies to limit smartphone use in schools. Thank you to @JZachreson for your leadership on this at @rcsdchampions. #AB3216 will ensure this conversation happens at every school district in the state.
I'm happy to share the Roseville City School Board unanimously adopted a new cell phone policy Thursday night that will turn each of our middle schools into “phone free zones” next school year.
The policy will require middle school students to turn off and put away their cell phones from the moment they arrive at school until the moment school ends.
This has been an important issue to me and am glad we now have this policy. I want to thank staff and teachers for the work they did (and will do) around this policy and the rest of the board for unanimously supporting it.
I also want to thank @joshua_hoover for his work on the bi-partisan bill AB 3216 that would require all schools pass similar policies.

#AB3216 would require California school districts to pass a policy to limit or prohibit the use of smartphones by students during the school day. https://t.co/Yvl4IXD4yP

“If they give them the peace of mind to say ‘when this pandemic is over, you guys are going to have your job’ people will feel completely different in their life right now,” said Geoconda Arguello-Kline, Culinary Union secretary-treasurer. https://t.co/Ce1L09Uy6v
Emergency #paidsickdays shown to help flatten the #COVID19 curve in this new research. This is what we fought so hard for in #AB3216 (@Ash_Kalra) and got a version of in #AB1867 (until Jan). We will need something to fill the gaps next year, too. https://t.co/TXfMQybCyA
Hotel corporations got millions in federal PPP money to keep workers on the job. Yet in LA, hotels laid off workers + they have no right to get their jobs back. Bring back #AB3216 @Ash_Kalra @UNITEHERE11

"Defeating Proposition 22 is the most important battle for labor rights waged in decades, and there would be no excuse for any Democrat to stand on the sidelines of it." Well said @UNITEHERE11. It's long past time for Democrats to stand with working people. #NoOnProp22 #AB3216
