Request to Amend the Laws, Rules, and Government Orders to Empower Tahsildars to Issue Scheduled Tribe (ST) Community Certificates in Tamil Nadu
Honoruable Chief minister of TamilNadu
The Scheduled Tribe (ST) Community Certificate is an essential document for enabling eligible tribal communities to access constitutional rights and benefits under Articles 14, 15(4), 16(4), and 46 of the Constitution of India.
At present, the authority to issue ST Community Certificates in Tamil Nadu is primarily vested with the Revenue Divisional Officer (RDO). This has resulted in delays, pendency of applications, inconvenience to the public, and hardship for students and job applicants.
Several other States have already empowered Tahsildars to issue ST Community Certificates, subject to proper verification and statutory safeguards, thereby ensuring faster and more efficient public service delivery.
Therefore, I respectfully request the Government of Tamil Nadu to:
1. Introduce and pass an Amendment Bill empowering Tahsildars to issue ST Community Certificates.
2. Amend the relevant Government Orders, Rules, Circulars, and Administrative Guidelines.
3. Establish a uniform verification mechanism with adequate safeguards against fraudulent certificates.
4. Introduce a time-bound, transparent, and digital service delivery system.
5. Announce the proposed reform under Rule 110 of the Tamil Nadu Legislative Assembly and subsequently enact the necessary legislative amendments.
This request seeks only to improve administrative efficiency and ensure timely access to constitutional rights for genuine Scheduled Tribe beneficiaries, without conferring any additional benefits beyond those already guaranteed by law.
I therefore humbly request the Government to consider this representation and take appropriate legislative and administrative action at the earliest.
