If advocates , or anyone else, has credible information that a buyer may be violating the terms of sale or putting animals at risk, we ask that they report it right away rather than holding it for future stories or social media content. Timely reporting allows law enforcement to intervene before an animal is harmed and before a violation grows into a larger pattern of abuse. When these cases are reported, we bring the full force of our law enforcement partners to investigate and, when warranted, refer them to the Department of Justice for prosecution. We recognize that speaking up quickly may feel complicated, especially for groups whose work relies on public communication and fundraising. But protecting the horses is the priority we all share, and early reporting is one of the most direct ways to prevent bad actors from exploiting the program or funneling animals into illegal channels.
