The #2014_referendum posed a #binary_choice - #Yes or #No to Scotland's #independence. So must #Indyref_2023. The complexities of including a third option of a #devomax_type_question and evaluating the result are, I believe, insurmountable. I detailed them in a 2012 blog.

#Anna_Soubry concludes that referendums by their nature, divide people. “You’re either in or out - there’s no subtlety in it; it puts people into different camps.” It's called a #binary_choice, Anna, one made by many nations in history as they threw off the servitude of Empires.

An independence referendum is a #binary_choice between #full_independence and continued #dependence. Whether such a referendum should be held or not must be a choice made by the democratically elected government of the country seeking independence. Don't fudge the choice!

If part of the Scottish electorate wants a constitutional referendum with #multiple_choice_options, then let it elect a government that supports such a choice. The last three Scottish governments supported full #independence and a #binary_choice, as must the fourth on May 7th.

Despite my total opposition to #federalism, if we really want to give the Scottish people a choice, it will be hard for an SNP government to resist an offer of a #legal_referendum that includes federalism as an option. Could a ballot that's not a #binary_choice work in practice?
