Russia has failed to find funding to build a chip manufacturing plant in Tatarstan. For several years, Element, a Russian microelectronics holding, had been developing plans to construct a factory within the Innopolis special economic zone in Tatarstan. According to sources, building a chip fabrication plant using 65-nanometer technology would have required tens of billions of rubles. The Element group had prior experience with this technology. Earlier, Mikron, a company within the holding, stated that the most advanced process used at its factory was 65-nm chip production. As far back as late 2014, the company planned to launch mass production of integrated chips, but the project was never implemented. According to Russian media reports, Mikron attempted to develop this process with the involvement of the European contract manufacturer STMicroelectronics. The plan envisioned creating an exact replica of the company’s production facilities on Russian sites. However, in 2014, amid the introduction of anti-Russian sanctions, the cooperation was terminated, and large-scale development of the 65-nm technology was frozen.
