Killings, disappearances fuel fear in Burundi ahead of the 2027 election 🔴Burundi is entering the final stretch toward its 2027 presidential election under a cloud of killings, enforced disappearances, arbitrary arrests, and tightening political controls that the UN says could deepen as the vote approaches. 🔴In his September report to the UN Human Rights Council, Special Rapporteur Fortuné Gaetan Zongo warned that the country remains marked by serious and persistent violations, including summary or extrajudicial executions, enforced disappearances, torture, and arbitrary detention. The report also points to shrinking civic and political space, hate speech, and what Zongo describes as structural impunity. 🔴Citing the Burundian Human Rights League ITEKA, the report says at least 402 people were killed in 2025, including more than 110 summary or extrajudicial executions. Another 182 people were killed during the first six months of 2026. ITEKA also recorded 55 enforced disappearances in 2025 and another 25 during the first half of 2026. Information reviewed by the Special Rapporteur implicates, in different cases, members of the National Intelligence Service, police, and the Imbonerakure, the youth wing of the ruling CNDD-FDD. 🔴Zongo told the Human Rights Council on September 18 that the coercive environment represented one of four major warning signs surrounding the May 2027 presidential vote. He highlighted killings, disappearances, torture, and detention alongside the growing role of the National Intelligence Service and Imbonerakure, which several sources have described as carrying out surveillance, intimidation, and repression. 🔴But the months immediately before the presidential election will be critical. It is safe to say that since the patterns documented in previous electoral cycles persist, political activists, suspected opposition supporters, journalists, and civil society figures could face increased surveillance, arrests, and intimidation as campaigning intensifies. Greater involvement by security agencies and the Imbonerakure could further discourage open political participation, especially where perpetrators believe they will not face prosecution.
