Senator @ratnaomi's amendments to #DirectionAndControl legislation: A charity can use any range of agreement as long as there's due diligence and a reporting framework that looks at deliverables & expense controls. The current legislation is patronizing, colonialistic and racist.
With #DirectionAndControl, local NGOs can only act on behalf of 🇨🇦 charities. There's no ability to enter into a real partnership. It makes localization impossible & collaboration difficult. The legislation perpetuates paternalism & colonizing approaches. - John Clayton @SPCanada
