Ghana’s Chamber of Oil Marketing Companies hosted the National Petroleum Authority on August 31 for the first Quarterly Strategic Industry Meeting, a standing regulator–industry table after the 24-hour downstream pilot went live. The sequence began with a 31 March NPA–24-Hour Economy Authority MoU and a 12 May launch across Greater Accra, Ashanti, Western and Northern regions: 268 stations, eight depots and two refineries, TOR and Sentuo, in a six-month first phase.
The NPA is to enforce lighting, security, staffing, digital fuel monitoring and fire safety at stations, depots, refineries and bulk road vehicles. @bostenergies is testing a 24-hour Accra Plains–Kumasi corridor; @TemaOilrefinery has committed to 24/7 product delivery. COMAC is pressing automatic tank gauging, depot-level inline marking and hardened site security as conditions for a night-capable chain. A separate COMAC Downstream Dialogue is set for 2–3 March 2027.

Tema Oil Refinery and GOIL met to deepen offtake of TOR-made fuels as the plant resets. TOR restarted on 19 December 2025, commissioned the F-61 furnace on 1 August, processed about 2.5 million barrels and produced more than 382 million litres by end-August on Bonga, Baleine and Jubilee cargoes, returning to profit and closing a six-year audit gap.
The expansion path is 45,000 to 85,000 bpsd brownfield in about 18 months, then a 115,000 bpsd greenfield unit via an investor SPV, for 200,000 bpsd against national demand of about 133,000 bpd growing near 5% a year. TOR is talking to Sahelian buyers, targeting ~10 ppm sulphur fuels, about 650,000 extra tonnes of product storage and a cedi-for-crude framework against Ghana’s GH¢50 billion-plus annual product-import FX bill. GOIL is adding bitumen storage to 12,000 tonnes by end-2026 and holds 60% of African Bitumen Terminal with Côte d’Ivoire’s SMB.

The Chamber for Bulk Oil Distributors (@CBODGhana) expects petrol, diesel, LPG and other pump prices to rise in the 1–15 September 2026 window after international gasoline jumped 8.80%, diesel 5.51%, LPG 3.31% and ATK 4.47% while crude rebounded 1.75% toward US$96/bbl. A 3.36% cedi gain left FuFex30 at GHS 11.50/USD and the cash spot at GHS 11.40/USD, not enough to offset the import-cost spike.
Cash ex-refinery markers are GHS 10.9876/ltr petrol, GHS 15.1153/ltr diesel and GHS 10.4468/kg LPG; 45-day credit sits slightly higher. In the prior window petrol averaged GHS 15.48/ltr and diesel GHS 17.21/ltr after a GHS 2.00/ltr diesel levy and margin cut. Diesel is more than double January and year-ago levels; petrol is +55% year-on-year. Taxes and levies still take about 28% of petrol and 13% of diesel at the pump.
Hormuz traffic has dropped to 5–10 vessels on some days from 120–140, with about 20% of global oil still using the strait. The @EIAgov still sees disruptions into 2027 but forecasts Brent at US$85/bbl in Q3 and US$78/bbl in Q4. For this window the binding constraint is the product spike now; the cedi move will not cancel the coming pump increase.

Tema Oil Refinery stated during @Real_AEW AOW:Energy 2026 that, it will lift nameplate capacity from 45,000 to 85,000 bpsd in about 18 months, then add a 115,000-bpsd greenfield unit to reach 200,000 bpsd — above the 100,000 bpd path set after the August furnace commissioning. MD @EdmondKombat_ is opening the greenfield leg to licensors and an SPV for Ghanaian and international capital, using TOR’s 350-acre site, storage, depot pipelines and Tema Oil Jetty as the existing backbone.
The pitch follows a restart, not a paper plan. Refining resumed on 19 December 2025 at about 28,000 bpsd; the F-61 furnace came back on 1 August. TOR has processed roughly 2.5 million barrels since restart, including Bonga, Baleine and a 1 million-barrel Jubilee cargo on 15 July, and produced more than 382 million litres. It has returned to profit, closed a six-year audit gap and signed its first CBA since 2018. Domestic demand is put at about 133,000 b/d, growing near 5% a year, so the extra barrels need Sahel and regional offtake plus cleaner 10 ppm fuels, more hydrodesulphurisation and about 650,000 extra tonnes of product storage.
Scale still hits the same gates as the $60 billion Petroleum Hub and South Deepwater Tano: feedstock, FX and governance. Accra spends more than GH¢50 billion a year on hard currency for product imports; a proposed cedi-for-crude framework would cut one dollar drain but not world prices for crude, kit or finance. An “SPV-like” board structure is meant to distance TOR from politics; that vehicle is not the same as the greenfield SPV. Interest at AOW is cheap. Financial close, offtake and 18-month execution on the brownfield will decide whether Ghana captures more refining margin or keeps importing finished barrels.

@PHDCghana CEO @Toniaubynn informed @Real_AEW AOW:Energy 2026 that six unnamed investors have shown “very serious interest” in Ghana’s planned $60 billion Jomoro petroleum and petrochemicals complex and are preparing to visit. The pitch is an integrated hub: three refineries from 900,000 b/d toward 1.5 million b/d, five petrochemical plants, 10 million cubic metres of storage and at least two jetties, now framed as a ten-year build rather than the 15 years cited in 2024. The $60 billion is a cost estimate, not committed capital.
Phase 1 remains the proof. A 2024 $12 billion instrument with the TCP-UIC consortium is treated in ministry papers as an MoU, not financial close. Sod was cut in Jomoro on 19 August 2024; construction due in Q1 2025 slipped because land compensation was unfinished. The take has been cut from 20,000 acres to 5,000 hectares. Mapping and valuation are done; government still needs proof of funds for compensation before clean title. 2026 MoUs and talks with Al Amer, Touchstone, OmniBSIC, Jereh and the UAE widen the pipeline without replacing that gate.
Bankability will turn on feedstock, Free Zones terms and offtake, not visitor lists. Aubynn argues Singapore and Rotterdam show a hub does not need local crude; at this scale Ghana would import, process and export. Investors are offered a ten-year CIT holiday, machinery exemptions and PPP or BOOT structures, then 15% tax on exports and 25% on domestic sales after year ten, with a 70% export rule. That is the same commercial test as South Deepwater Tano and gas-to-power: interest is cheap, ratified spend and land are not.

@TemaOilrefinery has processed 2,468,682 barrels of crude into 382,946,945 litres of petroleum products since production resumed on 19 December 2025, selling 262,151,895 litres plus 800,000 kg of LPG, with GOIL and SONABHY among key customers. Output restarted at about 28,000 bpsd after an August–October 2025 CDU turnaround, against a 45,000 bpsd nameplate, and had already topped two million barrels refined by the 1 August 2026 F-61 commissioning.
Every batch is laboratory-tested and certified before release, with NPA and oil-marketing-company personnel joining sampling, truck checks and sealing; TOR accounts for quality only to the facility gate. The quality claim rests on more than 60 years of supply meeting international and ARDA specifications, including three Air Force One refuellings. Commercial proof includes three fully paid one-million-barrel cargoes (Bonga, Baleine and Jubilee), profit before tax above GH¢1 billion after nearly a decade of losses, and 1,542 jobs created.
Fujairah International Oil and Gas and Triangle Commodities Trading kept crude flowing when the plant was widely written off. Management is working toward 60,000 b/d stability under a presidential directive to chart a path to 100,000 b/d, with a Q2 2026 tender for a new 100,000 b/d CDU-plus-petrochemicals complex sitting on top of that plan.

On 1 August 2026, @TemaOilrefinery commissioned the F-61 Crude Distillation Unit and commemorated the processing of one million barrels of Jubilee crude, marking the culmination of a self-financed turnaround that rescued Ghana’s only state-owned refinery from near collapse.
After years of dormancy, mounting debt and a proposed $22 million lease that workers successfully resisted, the new leadership under Managing Director Edmond Kombat raised matching funds, completed major turnaround maintenance and restarted refining on 19 December 2025. By the commissioning ceremony, TOR had received and processed more than two million barrels from Bonga, Baleine and Jubilee cargoes, returned to profitability with over GH¢1 billion profit before tax, and created 1,542 permanent and temporary jobs.
The F-61 furnace paves the way back to the 45,000 b/d nameplate capacity, with further upgrades potentially reaching 60,000 b/d. President Mahama has directed the preparation of a strategic plan to expand toward 100,000 barrels per day, while management insists on sequencing: stabilise operations first, then expand.
The revival has restored Ghanaian crude refining by Ghanaian engineers, strengthened energy security and transformed TOR from a symbol of decline into a centrepiece of the country’s industrial ambitions.
