Today, I have written to the Minister of Communications & Digital Technologies, @SollyMalatsi, requesting clarity on his recent announcement that he has recommended to Minister @TauParks approval of an #EEIP for Dell Technologies for a further period of 10 years.
While we recognise the potential benefits such an EEIP may bring, our responsibility is to understand the substantive grounds on which this renewal was recommended.
Specifically:
- Was an independent and verifiable performance review undertaken of the previous EEIP?
- Were all financial commitments under the programme fully disbursed and assessed against clear, measurable and identifiable transformation outcomes before support was granted?
- Was the value of the previous EEIP properly calculated against the 30% ownership benchmark applicable to multinationals and
- is the Minister able to furnish the details of the projects, beneficiaries, sustainability, localisation impact etc that the previous EEIP delivered?
Equally important: what accountability mechanisms are in place to ensure these EEIPs are properly implemented, rigorously monitored, and do not amount to mere box-ticking or malicious compliance?
Companies must be held to the commitments they make — especially where those commitments speak to transformation, inclusion and improving lives. We expect transparency, measurable impact and evidence of delivery.
Clarifying these points is essential to preserve the integrity of the EEIP instrument. We must continue to strengthen oversight and accountability over the commitments made in the name of the people.
