The Backbone of Governance is speaking up!
The 8-year delay in 4th CSS Cadre Review is now TRENDING on X in India.
This delay impacts 13,000+ CSS officers who run the Central Secretariat.
We request @DoPTGoI to end this wait. #ExpediteCSSCadreReview

CSS officers have raised their voice—and the issue is now TRENDING on X in India! 📢🔥
Officers came together on social media to highlight the 8-year delay in the 4th CSS Cadre Review.
When those who help light the way for others are left in the dark, it truly is “चिराग़ तले अंधेरा।”
We now urge the Government to act and complete the 4th CSS Cadre Review urgently.

“Cadre Review is not merely about numbers—it is about strengthening institutions, improving efficiency and ensuring meaningful career progression for CSS officers and staff.”

The CS is at the heart of Government functioning.
The CSS is an integral part of that machinery.
The message is simple: strengthen the heart that keeps governance moving.
Complete the long-pending CSS Cadre Review.
चिराग तले अंधेरा नहीं—सुधार हर cadre तक।

8+ years pending.
4th Cadre Review Committee constituted in 2022.
Inputs received by 2023.
And the report is still awaited.
This is exactly why a time-bound Cadre Review mechanism is needed.

The issue is bigger than individual promotions.
It is about whether the Central Secretariat has the human-resource capacity required to efficiently support the Government of India.

The reported manpower requirement of around 3,000 posts from only a limited number of Ministries/Departments deserves serious consideration. What is the requirement across the entire Government?

When symptms keep returning, a gd doctor treats the disease, not just the pain. Ad-hoc prmtns give relief; recurring stagnation across ASO→SO, SO→US, US→DS needs structural treatment via Cadre Review.

A strong Government needs a strong Secretariat.
A strong Secretariat needs adequate manpower.
Adequate manpower needs timely Cadre Review.
The logic is simple.
Complete the CSS Cadre Review.

Central Secretariat cannot b expected to continuously deliver more with structures and manpower requirements awaiting review.
Capacity building must begin from within the administrative machinery itself.

If the Government celebrates the completion of Cadre Reviews across services, it should also ensure that no service remains forgotten in the reform process.
CSS has waited long enough.

We don't seek favour for CSS — it’s that CSS isn't left behind. When other reviews move in months and CSS waits 8+ years, it's not just delay. It's differential treatment.

The CSS is not asking for preferential treatment.
It is asking for the completion of a long-pending Cadre Review and a predictable mechanism for future reviews.
That is a reasonable institutional demand. @PMOIndia

Reform should not stop at the doorstep of the CS.
Those who facilitate governance every day also deserve a governance system that supports adequate manpower, career progression & institutional capacity.

The question is simple:
If Cadre Reviews are an instrument for improving administrative efficiency, why should the cadre at the heart of the Central Secretariat remain outside the reform timeline?
