The Election Commission of India has capped the number of Form 7 applications that an individual elector can file during the electoral-roll revision process.
(i) Maximum number of Form 7 applications during the entire period of claims and objections by an individual elector: 10
(ii) Maximum number of Form 7 applications during the period of continuous updation of electoral rolls by an individual elector: 5 per month.
EC Curbs Bulk Form-7 Objections Amid Concerns Over Targeted Electoral Roll Challenges

Amid mounting criticism from opposition parties and civil society organisations over the alleged misuse of #Form7 applications to target voters from particular communities, the Election Commission of India (#ECI) has introduced fresh limits on the number of objections that can be filed by an individual elector seeking deletion of names from electoral rolls.
The move comes at a time when opposition leaders have intensified their attacks on Chief Election Commissioner #GyaneshKumar, demanding his resignation and questioning the Commission's neutrality in ensuring free and fair elections. Critics have alleged that large-scale Form-7 applications were being used to challenge the eligibility of voters belonging to specific communities under the guise of electoral roll purification.
The ECI on Friday issued instructions to all Chief Electoral Officers, stating that incidents of bulk filing of Form-7 applications by individual electors on unsubstantiated grounds had come to its notice. The #ElectionCommission said such practices were causing avoidable hardship to the voters whose names were challenged and increasing the workload of election officials.
Under the new guidelines, an individual elector can now file a maximum of 10 Form-7 applications during the entire claims -and- objections period and not more than five applications per month during continuous updation of electoral rolls.
The Commission noted that while recognised political parties are allowed to submit applications in bulk through Booth Level Agents (#BLAs) within prescribed limits, the number of physical Form-7 applications that could be filed by individual electors had not been clearly defined till now, leading to operational challenges in the field.
The Commission further directed Electoral Registration Officers (#EROs) to strictly verify the authenticity of applications, ensure that all details are properly filled in, and confirm that objections are supported by the original signature of the applicant. It stressed that every objection must be examined in accordance with the Registration of Electors Rules, 1960, and that the person whose name is sought to be deleted must be given an opportunity to be heard before any decision is taken.
Significantly, the ECI warned that action should be initiated against applicants found to have knowingly submitted false or fabricated objections.
The new restrictions are likely to be seen in the context of the ongoing political controversy surrounding voter roll revisions, with opposition parties arguing that safeguards are necessary to prevent the electoral deletion process from being used to selectively target vulnerable communities. The Commission, however, maintains that the measures are aimed at balancing genuine objections with the need to protect electors from harassment and ensure the integrity of the electoral roll revision process.
