📢19 listopada 2025 r. sejmowa Komisja Infrastruktury poświęciła swoje specjalne posiedzenie projektowi „Piątka dla polskiego budownictwa”. Przy jednym stole zasiedli prezesi i przedstawiciele wszystkich organizacji stojących za tym wspólnym przedsięwzięciem: #IGTL, #OIGD, #PZPB, #RailwayBusinessForum oraz #ZOPI.
Podczas posiedzenia przedstawiliśmy nie tylko genezę naszej propozycji, lecz przede wszystkim jej kluczowe elementy, obejmujące:
1️⃣Systemowe zmiany w finansowaniu inwestycji kolejowych – Fundusz Kolejowy;
2️⃣Kompleksowe rozwiązanie problemu waloryzacji kontraktów;
3️⃣Wzmocnienie mechanizmów wspierających eksport polskich firm budowlanych;
4️⃣Uproszenie i standaryzację procedur administracyjnych;
5️⃣Usprawnienie procedur przygotowania inwestycji.
‼️Podkreślamy z całą mocą: to wspólne postulaty całego sektora infrastrukturalnego, wypracowane i przedstawione przez najważniejsze organizacje branżowe. W tej sprawie mówimy jednym, spójnym i odpowiedzialnym głosem.
Jednym z najważniejszych wątków naszego wystąpienia była potrzeba realnej koordynacji działań wobec wyzwań systemowych – takiej, która wykracza poza resortowe „silosy” i pozwala spojrzeć na sektor infrastruktury całościowo, z poziomu strategicznego zarządzania państwem. Doceniamy wagę i efekty dialogu z zamawiającymi publicznymi w ramach istniejących forów przy @PKP_PLK_SA, @CPK_PL i nowoutworzonego przy @GDDKiA, ale są to ciała zajmujące się praktycznymi aspektami relacji kontraktowych czy kwestiami technicznymi i organizacyjnymi.
Natomiast nadal brakuje rzetelnej i konstruktywnej dyskusji o pryncypiach i kluczowych zasadach polityki inwestycyjnej państwa w zakresie infrastruktury koordynowanej z poziomu @MI_GOV_PL . ❕Konieczne jest połączenie dyskusji dotychczas odbywającej się sektorowo (drogi, kolej, itd.), ponieważ problemy są uniwersalne, a rozwiązania muszą być wspólne. W naszym programie zaproponowaliśmy powołanie w ramach #MI dedykowanego zespołu z udziałem administracji państwowej, zamawiających publicznych oraz liderów organizacji branżowych zgłaszających inicjatywę.
👉Odpowiedź @MI_GOV_PL na nasze wspólne pismo z sierpnia br., w którym przekazaliśmy projekt „Piątka dla polskiego budownictwa”, a którą otrzymaliśmy w dniu posiedzenia, okazała się niestety dalece niesatysfakcjonująca. Resort odwołuje się w niej głównie do istniejących form dialogu oraz do działań punktowych dotyczących wybranych zagadnień.
🚫W stanowisku resortu zabrakło natomiast odniesienia do kwestii zasadniczych – przede wszystkim do naszego wniosku o rozpoczęcie wspólnych prac nad zmianami systemowymi, które mogłyby realnie usprawnić funkcjonowanie całego rynku inwestycji publicznych.
