This shift goes beyond replacing the Chairâit involves redefining the boundaries of monetary authority, pulling control of long-term rates, liquidity, and the balance sheet away from the Fed and back toward the Treasury. The long-standing âsacred ruleâ of central-bank independence is quietly being weakened.
This is why seemingly unrelated developmentsâthe Fedâs rate-cut outlook, ETF flow patterns, MicroStrategy and Tom Lee buying against the trendâare all converging on a single underlying theme: the U.S. is entering a new era of fiscally dominated monetary policy.

Bitcoin briefly fell below the $86,000 mark, dragging major cryptocurrencies like Ethereum down with it, with Ethereumâs daily drop reaching around 7.4%. The total market value of crypto assets has rapidly shrunk from about $4.2 trillion at the beginning of October to close to or even below $3 trillion, evaporating over $1 trillion in a short time. Recently, there has been a large outflow of funds from Bitcoin and Ethereum spot ETFs, coupled with a weakening US stock market, which has intensified market risk sentiment. Bitcoin has been particularly pressured during US stock trading hours, only seeing some recovery during the Asian trading session.
US stocks also closed lower on Thursday, with the Dow Jones Industrial Average down 0.84%, the S&P 500 falling 1.55%, and the Nasdaq dropping 2.15%. Popular tech stocks were generally under pressure. Nvidia, for example, had risen as much as 5% during the day but ultimately closed down 3.1%, reflecting a broader decline in investor risk appetite. The weakness in US stocks also led to a sell-off in the Asia-Pacific markets, with South Koreaâs KOSPI index seeing an early drop of 4%, and Japanâs Nikkei 225 index falling below 49,000 points, ending the day down 2.03%.
Amidst heightened market volatility, comments from Federal Reserve officials have added to investor concerns about financial stability. Fed Governor Lisa Cook pointed out that the rapid expansion of private credit, hedge fund leverage trading in the Treasury market, and the use of generative AI in quantitative trading could all pose risks. She mentioned that she wouldnât be surprised if high-priced assets undergo significant corrections.
There has been growing division within the Fed over whether to continue cutting interest rates. Cleveland Fed President Loretta Mester reiterated her opposition to further rate cuts, arguing that inflation remains high and financial conditions are too loose. Fed Vice Chairman Michael Barr also emphasized the need for cautious consideration before loosening policy. Chicago Fed President Austan Goolsbee, on the other hand, expressed concerns about a potential rate cut in December, noting that inflation progress has stalled and even reversed in some cases, adding uncertainty to the decision-making process.

According to the Financial Times, U.S. Federal Reserve Chairman Jerome Powell stated on Tuesday that further signs of weakness in the U.S. labor market suggest he may support another 25 basis point rate cut this month. He pointed out that âthe downside risks to employment have risenâ and emphasized that even if government shutdowns delay official data, research from private institutions and within the Fed itself is sufficient to show that the labor market is cooling. Powell mentioned that layoffs and hiring numbers are still low, and both households and businesses have increasingly negative views on the job market, indicating a more dovish stance on monetary policy.
As a result, market expectations for a rate cut have surged. Polymarket data shows that the probability of a Fed rate cut in October has risen to 94%, and the CME âFedWatchâ tool maintains a high of 95.7%, with traders almost unanimously betting on a rate cut this month.
Meanwhile, Tom Lee, founder of Fundstrat, stated in the Bankless podcast that blockchain and AI will reshape the banking industry. Using JPMorgan as an example, which currently employs about 313,000 people, he suggested that a bank operating on a blockchain system could potentially require only 20,000 employees while achieving higher efficiency and transparency. Lee believes that AI will make banks more like tech companies, and their valuation methods will shift from book value to price-to-earnings ratio, similar to Walmart and Costco, which trade at 35-50x P/E ratios.
