The bane is also that most of the KRA revenue is collected at the local level with counties left to collect their own levies, however, the revenue sharing formula leaves 80% of resources at the national level, a policy organ, not an implementation organ. #KillingDevolutionAt10
Its also easier for the county government to collect revenue from small & micro enterprises, which constitute the bulk of business and economic units in Kenya.
A paradigm shift is needed with the success of devolution at its CORE.

Governors have contributed significantly in the erosion and undermining of the devolution by failing to grasp the fundamentals of devolution underpinned in the Constitution. Preferring to engage in political optics and pleading with National Government!
