And, this week, our #LAWS321 class at @vicuniwgtn brought the threads together — reflecting on what they’ve learned re govt accountability (soft power; human dimensions; civic virtue; fragility etc) and what integrity branch agent was their fav (Arnold on inquiries, by a nose).

Our final guest speaker was Justice Ellen France from the Supreme Court. She spoke about judicial and appellate review, along with reflections on the strengths/limitations of the judicial role, in the context of the “patchwork quilt” of the accountability project. #LAWS321

Then followed Sir Terence Arnold, speaking about his role as chair of (Govt) Inquiry into Operation Burnham — a deep dive into practicalities of undertaking an inquisitorial inquiry into a military operation abroad, incl navigating the problems of classified information. #LAWS321

Forgive me trainspotters, I forgot to mention the absence of tweets from the #publiclawpalooza this morning; teaching duties in our #LAWS321 Admin Law: Govt Accountability in Practice have occupied me this morning. Back for the post lunch session. 🤓

An irony, too, that this emergency Henry VIII framework legislation drops the very week we are studying the virtues and vices of secondary legislation and the Regs Review committee’s scrutiny work. #LAWS321
Our #LAWS321 Administrative Law: Govt Accountability in Practice course at @VicUniWgtn has kicked off the usual series of conversations with folk from the integrity branch of govt about their role holding government to account, efficacy, challenges etc.
My #LAWS321 Administrative Law students will surely appreciate the significance of this picture as the icon for the course Nuku/Canvas page?!? 🤔

I might have gone a bit evangelical on Bovens today in class — but his relational account of accountability gives us a neat way/framework to think about the mechanisms which exact accountability etc. 🙌 #LAWS321

For our #LAWS321 glossary — and for a giggle at the fashions of the old times… 😂 https://t.co/c1tBuLO9oC
First day back in the class — teaching #LAWS321 Administrative Law: Government Accountability in Practice at @vicuniwgtn. Delighted to have a class full of students — all fizzing to learn. Not so delighted to have a photocopier ink waste drum explode over me just prior. 🤓🤦🏼

Yesterday in our #LAWS321 admin law class at @VicUniWgtn, we were delighted to kick off with a conversation with @drayeshaverrall — giving us a minister’s take on discretionary decision-making and rhythm of political accountability (via Zoom, due to campus closure).

I look forward to seeing folk in Admin Law #LAWS321; Local Govt and Sub-national Democracy #LAWS431531; and Public Law: Institutions, Norms, Culture #LAWS522 — and in T2, Public Law #LAWS213. 🎉
And, now it’s past 4:30pm, looking forward to reading insights and analysis from admin law students on some aspects of our integrity branch — just under 50 research papers in this set.

Yesterday our admin law course came to an end — and students reflected on what integrity agent/accountability mechanism they found most interesting and shared their key lesson learned about our big concepts of accountability, control and good governance. 🤓

And yesterday we were joined by Justice Ellis from the High Court, who talked about her experience hearing judicial review applns and reflections on virtue/challenges of the supervisory jurisdiction (hot off heels of issuing her jdgt on vaccine rollout!)

In our final admin law module, we returned to the supervisory jurisdiction of high court. Our duty group convened an enlarged panel of judges to determine a judicial review appln — after our VC abolished all public law courses at @vicuniwgtn. Application granted. 🤓⚖️

And later in the week, we were joined by Judge Bill Hastings — DC judge and current @BSA_NZ chair — to talk about his life in tribunals, their efficacy and their challenges. And maybe a war story or three… 🤓
@VicUniWgtn / #laws321

Last week, our admin law group — ala the evening news — investigated the state of tribunals in NZ, interviewing an academic expert (not depicted) and local lawyer. @VicUniWgtn / #laws321

Later, we were joined by Sir Geoffrey Palmer, who shared his insights on inquiries — as one of designers of Inquiries Act and as an inquirer (most recently, the govt inquiry into Operation Burnham). Lots of discussion and great qns from students re reform.
