Positioning itself as the sole guardian of decentralisation and secular governance in the country, the Left Democratic Front (LDF) on Saturday released its manifesto for the 2025 local body elections, projecting the polls as a battle with national implications.
The front placed heavy emphasis on strengthening grassroots democracy, expanding welfare schemes, and accelerating Kerala’s transition to a knowledge-driven economy.
The manifesto argues that Kerala’s status as India’s leading state in decentralisation is rooted in the People’s Planning movement launched in 1996, and accuses the Congress-led UDF of consistently undermining local governance.
It also lashes out at the BJP-led Union government for “blockade-like discrimination” against Opposition-ruled states, asserting that the LDF government has nevertheless managed to allocate nearly ₹70,000 crore to local bodies during its current term—more than double the grant under the previous UDF rule.
Painting the elections as a choice between “communal polarisation” and Kerala’s plural traditions, the LDF accuses the BJP of deepening religious divides and the Congress of adopting “soft Hindutva” while allying with “extremist groups.”
It claims the UDF era was marked by “mismanagement and stagnation,” contrasting it with the LDF’s narrative of welfare expansion, infrastructure growth through KIIFB, and reforms in health and education.
The manifesto also puts a sharp focus on two pressing public concerns — stray dog menace and rising human–wildlife conflicts.
Citing the constraints created by the Centre’s Stray Dog Protection Act and the Supreme Court’s recent direction against releasing captured dogs, the manifesto promises dedicated shelters in every local body with the support of voluntary organisations.
It also highlighted that though the state framed a new law to tackle human–wildlife conflict, ensuring localised prevention strategies and faster, hassle-free compensation for crop loss, the Governor is delaying it indefinitely.
Among the core promises is a pledge to make Kerala completely poverty-free by extending microplans to all vulnerable families.
The LDF highlights the construction of 4.71 lakh houses under the LIFE Mission and vows to provide homes to all eligible homeless persons within five years.
Universal nourishment, expansion of public food outlets, and strengthened public health services—including complete conversion of primary health centres into family health centres—also form key pillars.
The manifesto outlines ambitious employment goals, including providing jobs to 20 lakh women through Kudumbashree-driven initiatives and local service networks. It also details commitments to drinking water access, road restoration, agricultural modernization, and local economic development linked to major projects like Vizhinjam.
Calling itself the only genuine alternative to “neoliberal and majoritarian forces,” the LDF urges voters to deliver a sweeping mandate to strengthen Kerala’s decentralised, development-oriented governance model.
