The other five volumes — the ones that assign blame — are still not finalised. Here's why, and what's coming.
Volume 1 was the human story: the ruined lives, the redress that was meant to be "full, fair and prompt."
Volumes 2–6 are the machinery. How Horizon was built, defended, and weaponised — and who covered it up while Sub-postmasters were prosecuted on its corrupt output.
The structure Sir Wyn has chosen:
Vols 2–5: a single, linked chronological narrative, from the birth of Legacy Horizon onward. He's explicit — they're "inextricably linked" and must be read together. Vol 6: everything since the Bates v Post Office litigation closed.
That last point matters. Volume 6 covers the recent years — the period after the Courts had already exposed the scandal. The cover-up, in other words, didn't end when the truth came out. It has an afterlife worth its own volume.
Now, the reason for the delay — and it's the interesting part.
It's called Maxwellisation.
Before you can criticise someone in a Public Inquiry report, the law requires you to warn them first, in writing, and let them argue back.
So the named have been served notice. They get to see the criticism coming, digest it, and make representations.
Sir Wyn then decides whether to soften, keep, or drop each finding.
The accused, in effect, get first read of the verdict — and a right of reply.
Where it stands: warning letters for Volumes 2 & 3 are already out.
Those criticised in Volumes 4, 5 and 6 will hear over the coming months.
No pause for the lawyers' summer holidays. To his credit, Sir Wyn isn't stopping for August.
And no drip-feed. He's ruled out publishing Volume by Volume — the story only makes sense whole.
All five will land together.
Which means: the wait continues. The timetable he set himself — 12 months — has quietly slipped under the sheer weight of the evidence.
