Abolishing government sponsorship in favor of expanding the student loan scheme (HESFS/HESFB) would be a #misguided and harmful policy shift for Uganda.
The suggestion made in the context of Makerere University’s strategic plan launch ignores the proven #failures and bad #implications of over-relying on loans while discarding a system that delivers debt-free opportunity to high-achieving students.
Evidence from the loan scheme’s own performance, recent official disclosures, and discussions around HESFS/loanscheme shows why this would deepen problems rather than solve access or funding issues.
The Student Loan Scheme Is Already #Failing on Its Own Terms
The Higher Education Students’ Financing Scheme (HESFS, formerly managed by HESFB) was introduced to increase equitable access through loans for tuition and functional fees, mainly in STEM and select programs, with need-based and equity criteria.
It has supported over 16,000 students since 2014, with roughly 1,500–3,000 new beneficiaries annually.
However, its core promise a #sustainable_revolving_fund has collapsed:
58% default rate: Only about 42% of beneficiaries are complying with repayment.
Catastrophic recovery:
In 12 years, just UGX 2.4 billion has been recovered against UGX 141.88 billion disbursed — a mere 1.7% recovery rate.
Graduates face severe repayment challenges.
Many struggle with basic survival due to unemployment, underemployment, or low starting salaries.
Repayment strategies (grace period of 1 year post-graduation, up to twice study duration for repayment, 7% interest on reducing balance) are often unrealistic. As one detailed analysis of the scheme noted: repayment approaches “are not applicable since graduates are still struggling with survival.”

Defaulters now face ultimatums (e.g., six months to regularize or risk public naming and further enforcement). This is not a minor hiccup — it reveals structural flaws: limited job opportunities for graduates, weak tracking/recovery systems, delays in disbursement, incomplete coverage of living costs, bureaucratic barriers, and regional/informational inequalities in access.
Expanding this scheme without first fixing the economy, employability, and recovery mechanisms would simply scale up a broken system. More students would graduate with debt they cannot service, creating a broader youth debt crisis, damaged credit profiles, mental health burdens, and delayed life milestones.
The government would pour more public funds into a fund that fails to revolve, worsening fiscal pressure rather than relieving it.Government Sponsorship Delivers Real Value That Loans Cannot ReplaceGovernment sponsorship (roughly 4,000 new slots per year to public universities, merit-based on A-level performance with some district quotas and affirmative action) provides debt-free education to top performers.
This system:
Rewards academic excellence and incentivizes hard work in secondary school.
Gives bright students including many from modest backgrounds who excel despite challenges a genuine shot at quality higher education (especially at institutions like Makerere) without the overhang of future repayment.
Functions as a direct public investment in human capital that yields professionals, leaders, and contributors without creating individual or systemic debt traps.
Complements (rather than competes with) the loan scheme: sponsorship targets high-merit entrants; loans target broader need in approved programs.
Critics rightly point out leakage (some beneficiaries come from better-resourced families due to secondary school quality gaps). But abolishing it entirely does not fix this — it removes a proven merit pathway and forces even more students onto loans or self-funding, which disproportionately hurts talented poor students who cannot or will not take on debt risk.
