4/9 Bug: non-validators could inject/amplify consensus traffic
Anyone opening a QUIC connection could flood — or use honest nodes as relays.
Fix: authenticate the signer against the active set FIRST, then deliver/relay. Non-validator msgs are dropped and never forwarded.

Quorum is weighted by stake, not node count:
3·stake_for > 2·total_stake ⟺ more than ⅔ of bonded stake agrees.
Safety holds while <⅓ of stake is Byzantine. Spinning up 1000 cheap nodes buys an attacker nothing — only stake counts.

A vote isn't just a message — it's a signed, self-incriminating statement.
Each vote commits to (height, round, step, block_hash), signed with the validator's secp256k1 key. Domain-separated so it can't be replayed as anything else.
