He denied masturbating on duty and said he was only pretending to. He ran her license plate through the Flock camera system before his shift. He logged the search as "investigation." He denied spying on her and could not give investigators any reason why he did it. No criminal charge. No criminal investigation mentioned anywhere in the file.
