South Africa’s logistics costs reach up to 51.5% of transportable GDP—among the highest globally. | New provisions in the Merchant Shipping Bill (B12–2023) risk worsening this already critical challenge. 🌍
Today, the Southern African Association of Freight Forwarders (#SAAFF), led by Dave Watts, presented its formal submission to Parliament’s Portfolio Committee on Transport, raising strong concerns about Sections 63–68 of the Bill, which introduce restrictive coastal shipping (cabotage) measures.
Key risks presented to Parliament:
➡️The restriction of foreign-flagged vessels to a single South African port call per voyage may severely disrupt containerised trade, automotive cargo, and perishable exports.
➡️Durban Port, which currently handles 62% of all container volumes and operates near capacity, cannot absorb increased pressure without leading to congestion and delays.
➡️Transhipment volumes have declined from 23% in 2016 to just 13% in 2024, highlighting fragility in current port performance.
➡️Estimated annual increase in ocean logistics costs of R8.5 billion, should even 40% of volumes be affected by these provisions.
#SAAFFNPC argued that while the intent to develop local maritime capacity is understood, evidence-based policymaking must come first. We advocated for:
✅An independent economic impact assessment
✅Policy alignment across road, rail, and maritime sectors
✅Infrastructure and port capacity upgrades before new regulation
✅Broad social dialogue through NEDLAC
SAAFF continues to represent the interests of the freight forwarding industry and exporters, calling for practical and sustainable policy that aligns with Operation Vulindlela, the National Freight Logistics Roadmap, and South Africa’s trade growth goals.
