Tucked inside a lengthy declaration filed by one of the attorneys suing to impose rel forms in San Diego County jails is a notice that the Sheriff’s Department has found another firm to provide healthcare services to the men and women in its custody. *The disclosure, which names Correctional Healthcare Partners as the new provider, comes in paragraph 15 of a San D iego federal court filing that stretches over 100 pages.
It comes six weeks after The San Diego Union-Tribune reported that the department had repeatedly ordered its current provider to fix a host of deficiencies. * The attorney, Gay Grunfeld, alerted the lawyers defending San Diego County that she had just learned through deposition testimony that Sheriff Kelly Martinez was bringing in the new jail contractor.
“I requested further information about this decision by the county to change the provision of medical care in the jail,” Grunfeld told the judge overseeing the class-action lawsuit late last month. * “As of the date of this declaration, I have not received a response to that email,” she added. “I also brought the issue up during the April 24, 2024 weekly meet-and-confer with defendants’ counsel, but received no substantive information about the change.”
A Sheriff’s Department spokesperson declined to discuss the court filing with the Union-Tribune or confirm that another jail medical provider has been retained. He also would not provide a copy of the contract.
“I submitted a CPRA (California Public Records Act request) on your behalf,” Lt. David LaDieu replied by email. “Someone will be reaching out to you in the future regarding your request.”
According to state business filings, Correctional Healthcare Partners was established in 2020 by Coronado physician Dr. Peter Freedland . Neither he nor his lawyer responded to questions about his role with the Sheriff’s Department. *Various court records show he previously worked as a contract physician for the department.
The healthcare provided to people inside San Diego County’s seven jails is critical to preventing deaths in custody — a problem that has vexed the Sheriff’s Department for more than a decade. Many of those fatalities have come as a result of inadequate healthcare , according the families of people who died in the county jails.
The quality of jail medical services also is important because the sheriff’s current provider, NaphCare, has been repeatedly cited for violating terms of its contract, the Union-Tribune reported in March.
NaphCare , among other things, failed to pay outside health providers, leaving the Sheriff’s Department unable to transport patients to those unpaid facilities, the county alleged in documents filed in the civil-rights case
The Alabama-based correctional healthcare giant also kept staffing dangerously low, relied on unlicensed workers, failed to file required reports and repair or replace badly needed equipment, the records showed. A NaphCare spokesperson said the contractor is working diligently to correct the deficiencies.
The company also said Correctional Healthcare Partners has been serving as a subcontractor, providing medical staffing to NaphCare. But under the new agreement, Correctional Healthcare Partners would report directly to the Sheriff’s Department.
