As the guy who led the #Navy #MarineCorps transition team for the current president, I have to disagree with the pudits.
#SECNAV had pluses and minuses like us all, but he was desperately trying to get his hands around a situation that has been out of control for decades. it’s not that he had the wrong idea, he didn’t have the necessary buy in for people to understand the situation.
The sad fact is that the US #maritime industrial base #MIB is strategically directionless and broken, incapable of timely producing the required number of #ships and #submarines on budget.
This system cannot be fixed overnight. Why on earth would we not take advantage of building DDG’s and other ships in friendly countries like Japan or South Korea where they are already being built, which is both faster and cheaper until such time as we can do the same?
The issue isn’t whether or not we can build in 5 or 10 years, the issues that we cannot scale and deliver today.
Continuing to prop up a domestic industry that is uncompetitive, unimaginative, and generally pleased with the status quo whereby congress continually doles out cash is not the answer.
SECNAV Phelan committed a grave strategic as well as political error yesterday in signaling his openness to outsourcing production of U.S. Navy warships abroad. Phelan’s statements directly undercut the bipartisan strategy championed by the Trump Administration to incentivize world class allied shipbuilders to invest in modernizing and expanding shipyards here in the United States. Phelan’s firing within hours of his blunder should be read as a stark and welcome signal that outsourcing U.S. Naval construction abroad is and must remain a non-starter.

I agree with everything in your post, but you overlooked one important item:
U.S. Navy Petty Officer Hyland is Black and therefore the UCMJ rules/regulations do not apply to him. We all know that.
Way back in the day I received an Article 15 in the USMC for failure to hold a salute to an officer. Got 7 days restriction.
