OK, so far all of this makes it sound like Trump failed at destroying the ACA and only succeeded in causing everyone's premiums to go up ~15% or so, right? How on earth does that make the ACA "better"?

1. #SilverLoading: Dump CSR on Silver plans only
2. #SilverSwitching: Dump CSR on *on-exchange* Silver plans only
3. #SilverSwitchingTurbo: Design PO to force SLPSP *specifically* as high as possible.
PS If you’re ABSOLUTELY CERTAIN that you WON’T qualify for subsidies in 2020, you MIGHT find a better deal on a Silver plan by enrolling directly through the carrier (#SilverSwitching)...but make SURE you aren’t subsidy-eligible first and make CERTAIN it’s an ACA compliant plan.
In fact, the Trump Administration actually strongly considered attempting to STOP #SilverLoading & #SilverSwitching for 2019 and beyond. They eventually gave up on this effort, but they hardly deserve a round of applause for grudgingly agreeing to let it continue. 19/
In any event, #SilverLoading & #SilverSwitching helped *minimize* the damage caused by Trump's CSR cut-off, marketing/outreach budget slashing, #ShortAssPlans expansion and so on by helping retain enrollees & keeping the risk pool from spiraling out of control. 17/
At the same time, #SilverLoading also meant *even higher* premiums for UNSUBSIDIZED enrollees in many states...but only if they stuck with Silver plans. #SilverSwitching was an even wonkier strategy which let them avoid that extra "CSR hit". 16/
I wrote up an explainer here. The bottom line is that #SilverLoading & #SilverSwitching was a way of making lemons into lemonade. It resulted in higher #ACA subsidies for those who qualify...which mean lower net premiums for most enrollees. 15/

#SilverLoading (especially #SilverSwitching) is imperfect & messy, but it actually resulted in more people being *helped* than *hurt* by Trump's sabotage, no thanks to him. CMS was thinking of banning Silver Loading next year, but decided to give it a pass in the end. 18/
#SilverLoading and #SilverSwitching are the workaround which analysts, carriers, exchange boards and state regulators came up with to mitigate/cancel out Trump’s *2017* sabotage. They’re the reason millions of subsidized enrollees are *better off* than they were before.
The 2 important areas where the public needs to comment are:
1) auto reenrollment
2) “silver loading”
They sound obscure, but like every other act of sabotage (CSRs, risk adjustment, mandates), are basics to keep things working in the background. So Trump wants to gut them.3/

Second: $0 PREMIUM BRONZE PLANS! Thanks to the #SilverLoading and #SilverSwitching workarounds which mostly cancelled out Trump's CSR sabotage, many lower-income folks have $0 premium policies which make it pretty easy to stay enrolled...since you pay no premium anyway.
@jgmcglamery @bjdickmayhew Quite a bit, I suspect. A lot more states are #SilverSwitching this year and it’s being done in a more coherent, organized manner.
UPDATE: 45 states will be either #SilverLoading or #SilverSwitching for 2019. That means subsidized enrollees should be able to get a good deal, and unsubsidized enrollees in 29 of them should be able to at least avoid the CSR cost hit.
