IFFs are a threat to women’s peace and security because they often end up fueling criminal activity and exacerbating insecurity for ordinary citizens, particularly women and youth.

Women, who are overrepresented in the informal sector, spend a large part of their income on taxes for the essential goods and services they consume to sustain livelihoods, perpetuating the cycle of poverty and aid dependence.

The weakness of accountability mechanisms in preventing IFFs allow those involved to perpetrate them unpunished. Actors involved are able to perpetrate such flows from behind a veil of secrecy, or, even when their actions are uncovered, to escape punishment.
