Congratulations to Ukraine's candidate, Anton Symkovych, on his election to the UN Subcommittee on Prevention of Torture for the 2027–2030 term. Torture and other cruel, inhuman or degrading treatment are flagrant violations of human dignity and fundamental human rights. Countering them is a shared responsibility of the international community. Preventing these crimes is of particular importance for Ukraine. Ukrainian prisoners of war and civilians unlawfully detained by Russia continue to be subjected to torture and other forms of ill-treatment in Russian captivity and places of detention, in gross violation of international law and fundamental human rights standards. Ukraine will continue to make a meaningful contribution to international efforts to prevent torture, strengthen safeguards for persons deprived of their liberty, and ensure the effective implementation of international human rights standards. I thank the States Parties for supporting the Ukrainian expert's candidacy.

At the command post of the Third Army Corps, I met with the warriors carrying out Operation Vivaldi. It is a serious operation, important in many ways for our defense overall and for the Donbas in particular. Over its three seasons, Ukraine’s Defense Forces have thwarted Russia’s plans to break through to the rear of the Slovyansk-Kramatorsk urban agglomeration and stabilized the situation in this section of the front. Russia has lost more than 5,000 killed and wounded, and another 250 occupiers have been added to our exchange fund. Since the start of the offensive, Ukraine has regained control of a total of 176 square kilometers of territory. Today, we discussed plans for the fourth season of active operations. I also spoke with the commanders of the units directly involved in the operation. We discussed their needs in detail, including artillery, as well as compensation. One particularly promising area now is replacing our warriors with ground robotic systems wherever possible. During Vivaldi, this capability allowed us to accomplish many things. We will scale it up so that, more and more often, a drone rather than a warrior carries out the most dangerous tasks at the front. I presented the warriors with state awards. Thank you for defending Ukraine and for your service!

Obviously, the Russians are not preparing to stop their war, at least for now. Putin always finds some lame excuse – not to meet, not to hold a trilateral, not to talk, not to end it, not to stop the killing… It has been the same with him for years – and all our partners feel it. He is looking for excuses to keep waging the war. It always sounds the same – and our recent meeting with the U.S. President showed that. America sees the situation the same way. And Russia must develop a desire to spend money not on death, but on something else – they must develop a desire to end this war. We are working on this together – with America, with Europe, with Canada, with Japan, and with many others around the world who are helping Ukraine. In the coming days and throughout October, there will be a lot of diplomatic activity to change the situation. But beyond that, the Lindsey Graham Act, other mechanisms of pressure – all of this needs to work even harder.

I held a Staff meeting. Among the key issues were the results from testing our interceptors against Russian jet-powered “shahed” drones. The teams working on interceptions delivered reports on the shoot-down rate and their experience. We identified the main capabilities that can strengthen our defense. We are accelerating production. There are also new decisions on establishing in Ukraine the production of different types of jet engines. The Defense Intelligence of Ukraine delivered a detailed report on Russia’s technological plans for 2027, specifically, the capabilities the enemy is counting on, its production capacity, and the supply networks it uses to bring components into Russia. We are adjusting our countermeasures in line with these threats. A priority task for the Ministry of Foreign Affairs of Ukraine and our entire diplomatic service is securing new sanctions packages from our partners, specifically targeting the shadow networks the Russians use to sustain the production of drones and missiles, especially ballistic missiles. Additional decisions were also made to protect our data centers and other facilities critical to communications and ensure their uninterrupted operation. These decisions must be fully implemented at every level. And this is the personal responsibility of government officials and the heads of the security services. Glory to Ukraine!

❗️President of Ukraine Volodymyr Zelenskyy reported that Donald Trump has finally agreed to transfer licenses to Ukraine for the production of missiles for Patriot systems. According to Zelenskyy, Trump announced this decision during their last meeting: “Yes, I have made a final decision, Ukraine will receive licenses for the production of Patriot missiles.”
