@_birdmachine No no, only rooting apps (ie: apps that help you to root your device in any way) are strictly forbidden on Play Store.
Apps that use root privileges (such as #TitaniumBackup) are allowed/tolerated by Google, unless (of course) the app violates another rule.

Well, with the latest Titanium Backup from Play Store, no way without root.

@Jaxidian @GooglePlayDev Yes, we have the utmost respect for our users' privacy. In #TitaniumBackup we turned down *EVERY* advertising request and *EVERY* data collection request. But yeah, we're probably evil and our app is such a security risk. After 10 years without any issues whatsoever.
@Jaxidian @GooglePlayDev You raised an excellent point. It would be wiser for @GooglePlayDev to allow legitimate & trusted root apps on Play Store, rather than blocking them and paving the way for dangerous knock-off apps!

It's crazy to see how this all started with a (seemingly innocuous) requirement on SMS/Call log permissions, which triggered an endless loop of issues. @GooglePlayDev should know that #TitaniumBackup has never been a shady app!!

Seriously, @googleplay @GoogleStore, is nothing sacred? This is the granddaddy of all back-up apps, an app that has helped make your Play Store and your platform what it is today. And this is its ignoble fate?
