You've just described innovations in #trustworthycomputing actually. The interesting word here is "counteract". Aside from that, can other innovations nullify the impact of an attack, (disruption, availability primarily) without being able to stop attacks? #infosec
Defenders must invest ~100x of what Attackers in order to counteract them.
The most useful InfoSec innovations are designed to close that financial gap.
Decrease the amount Defenders must spend, increase the Attackers must spend, or both — by an order of magnitude.
With the exception of #trustworthycomputing of course. A step in the right direction though....
