This morning, a merchant vessel was hit and sank in Romania’s exclusive economic zone, roughly 15 nautical miles off the Romanian coast by what appears to be a new type of Russian drone. The crew members, eight Ukrainians and four Azerbaijanis, were rescued by the Romanian Navy.

The ship’s bridge was completely burned out in the drone attack while it was en route from Samsun, Turkey, to the Russian port of Tuapse.

The overall fuel situation is Russia as a whole continues to deteriorate. However, some alleviation has been noticed in both the overall fuel crisis by region and at fuel station pump lines.
Let's dig into why.
Since April 2026, Ukraine has performed a strike campaign against Russian fuel refinery and broader energy infrastructure. This is to take advantage of the asymmetry that Russia is simply too large and dispersed to be defended against strike drones and missiles. This is a proven strategy that will inhibit Russia's industrial base and assist Ukraine in ending the immediate combat phase of the Russian invasion.
By July, damage to refineries has caused nearly every Russia region to implement some form of fuel limitations (pictured and sourced in reply 2). Half a dozen regions have a "collapsed" fuel supply with insufficient capacity to maintain services with another dozer or so regions with regionwide complete outages. Most regions have some form of rationing and restrictions. Fuel prices in excess of $8.00 U.S. are common sights on social media.
However, in recent days some regions have seen some positive trends in terms of levels of outages and shorter gas station lines. This is in part due to reduced demand. At these prices fueling a vehicle can meet or exceed minimum monthly salaries. Further, high central bank and corporate lending rates have compressed corporate margins where companies cannot absorbed increased costs.
@ChrisO_wiki found how Stavropol is coping. Stavropol is in one of the worst affected regions. The governor has instructed government officials, employees, etc. to use bicycles and walking to alleviate demands.
While this may work in some areas, many parts of Russia are too dispersed to make this viable. Russia needs its cars.
What we should be watching for are solutions in agricultural regions. The harvest season is coming up and diesel demand will significantly increase, just as supplies are negative. Bicycles won't solve those problems

At Novorossyisk there were no adjustments. For last week the crude volume was very low when accounting for likely CPC vessels at 0,45 million bpd. Oil products shipments were low at 0,164 million bpd. The mini tanker with 5 500 DWT we saw at Tuapse is still there.
