Australia’s largest wind farm is one of two major Albanese government-backed and taxpayer-funded projects infiltrated by criminal-linked companies as part of a ploy by Australian Workers’ Union figures to outmuscle thugs and bikies aligned with the rival CFMEU.
A major investigation by this masthead can reveal that firms with convict connections gained AWU backing to win lucrative work on the $4 billion Golden Plains Wind Farm project in Victoria as well as the $300 million Centenary Bridge Upgrade project in Brisbane and are seeking access to other major projects around Australia.
The union’s involvement has been driven by a small number of influential AWU delegates who, in an effort to garner industrial power and combat the assertive CFMEU, built their own alliances with unsavoury building industry figures.
There is no evidence that the AWU’s members knew their union was backing labour hire firms with criminal links, despite their union signing off on enterprise bargaining agreements with the companies.
But AWU Victorian branch executive committee member Johnny Keys recruited at least one former criminal as his deputy and promoted firms through his role as the union’s delegate on the Golden Plains Wind Farm.
The giant wind farm is backed with $350 million worth of debt from the federal government’s Clean Energy Finance Corporation.
In Brisbane, AWU insiders are also accused by fellow unionists of turning a blind eye to firms linked to criminals because they provided a bulwark against the CFMEU.
The revelations have sparked a fierce reaction from the AWU’s Victorian secretary, Ronnie Hayden, who stressed he was unaware his union had backed any such firms and demanded government intervention to clean up a sector still infected with rampant corruption and thuggery.
“Nothing’s changed,” Hayden said of the construction sector clean-up promised last year by federal and state Labor and which saw the CFMEU placed in administration.
In comments aimed at Labor and its Victorian Premier Jacinta Allan, Hayden claimed the rise of the CFMEU was helped by its relationship with the party.
He claimed it was “simply because the CFMEU were paying a shitload of money [donations] to the government, and there’s a certain person who might be in a position of power now that benefited greatly from that, and they [the CFMEU] got on every job”.
As infrastructure minister, Allan oversaw a series of major taxpayer-funded civil infrastructure projects which would have traditionally been the industrial domain of the AWU but, with the tacit support of Labor, became largely controlled by the CFMEU.
During this time, the CFMEU was increasingly infiltrated and backed by bikies and gangsters.
Now the AWU faces questions over its dealings with two building groups in the lucrative but scandal-dogged labour hire sector. One operates under the 24-7 banner, the other is Host Group.
When Johnny Keys began pushing 24-7 as the AWU’s preferred labour hire company at Australia’s largest wind farm project in about late 2023, word spread that the firm may not be all that it seemed.
Five project insiders, who spoke to this masthead on the condition of anonymity, said it was whispered the firm was linked to Melbourne underworld figures.
“I was just told that they were heavy, connected and not to be messed with,” one project insider said of his discussions on site.
A reputedly respected ex-convict known only by his first name – “Bassem” – was also rumoured to be associated with 24-7, the sources said. While it was ostensibly AWU-backed, the firm was also known to be protected by the CFMEU.
