কলকাতার পথেঘাটে ফুটপাথে বেড়ে উঠছে, শিকড় গাড়ছে এই মহিলা পুরুষরা, পথেই জন্মাছে দুধের শিশু। মাথার উপর ছাত নেই, খাদ্যের জোগানের নিশ্চয়তা নেই, কিন্তু নিশ্চয়তা আছে প্রজননের। কবি শ্রীজাত বরং এক্ষেত্রে লিখতে পারতেন কনডোমের ব্যবহার সংক্রান্ত একটি কবিতা। কিন্তু নাহ্! তিনি লিখেছেন 'ফুটপাথে স্টোভ জ্বালিয়ে বাচ্চার জন্য দুধ গরম' করার কবিতা।

কোনো এক বছর দক্ষিণ চব্বিশ পরগনার বারুইপুরের হাড়দহ দিয়ে পশ্চিমবঙ্গে প্রবেশ করেছিল এরা, যাদের আদি বাসস্থান মায়ানমার। অতঃপর এ রাজ্যে মাথার উপর ছাত ও খাদ্যের জোগান দেওয়ার লোকও এদের আছে। ঠিক যেমন রশিদাকে সরকারি হোমে গিয়ে থাকতে বলায় রশিদা বলেন তাঁর নিজের বাড়ি ধাপায়। ২০১৮ সালে বারুইপুরের এসপি অরিজিৎ সিনহা আইপিএস বলেছিলেন, "এদের ইউএনএইচসিআর কার্ড আছে"।

সেই কার্ড থাকলেই ভারতে এদের থাকতে দেওয়াটি আইনতঃ আদ�� বাধ্যতামূলক নয় কিন্তু! ভারতের শাসক তো রাষ্ট্রপুঞ্জ নয়! কিন্তু তা বললে কি চলে? পশ্চিমবঙ্গ হল রাষ্ট্রপুঞ্জের সমর্থনপ্রাপ্ত নানা এনজিও'র স্বর্গ ভূমি।

মায়ানমার থেকে এঁদেরকে আনয়নের পর এঁদের বাসস্থানের ব্যবস্থা করেছিল যে এনজিও(গুলি) তারা বিভিন্ন স্থানে এঁদেরকে দিয়েছে মাথার উপর ছাতও। অতঃপর দিয়েছে এ রাজ্যে যেন তেন প্রকারেণ "করে খাওয়া"র অ-সরকারি, বেআইনি অনুমতি।

দুধ গরম করে বিক্রি করা, ঠেলা চালানো, দুটি ফলের ঝুড়ি নিয়ে যেখানে সেখানে বসে পড়া, সুযোগ হলেই শহরের রাস্তায় ছিনতাই করা, রাত বাড়লে শহরের অন্ধকার গলিতে মানুষের গলায় ক্ষুর বা ব্লেড চালানো, ভিক্ষার ব্যবসা আদি কাজের অভাব এঁদের হাতে নেই। পরিবর্তে এনজিও'গুলি পাচ্ছে এইসব কাজের দ্বারা এদের উপার্জনের শেয়ার আর উঠছে ফুল���ফেঁপে।

সেই মধুভাণ্ডের মধু প্রবাহিত হচ্ছে সুশীল সমাজের একাংশের হাতেও যাঁদেরকে প্রধানমন্ত্রী লালকেল্লা থেকে বলেছেন "দিমাগি নকশাল" অর্থাৎ মাওবুদ্ধি। FCRA আইন সংশোধিত হলে এই এনজিও'দের দেখা দেবে সঙ্কট। তাদের জন্য এ সময় তাই বড় যন্ত্রণার!

কলকাতার রাস্তাকে সুন্দর, পরিচ্ছন্ন ও নিরাপদ করার সদিচ্ছা নিয়ে মন্ত্রী অগ্নিমিত্রা পাল হাত দিয়ে ফেলেছেন সেই সব বিদেশী মদতপুষ্ট ভিখারী সরবরাহকারী এ���জিও'দের লেজে। ফলে চতুর্দিক থেকে শোনা যাচ্ছে ফোঁস ফোঁস শব্দ।

শ্রীজাত লিখেছেন পথবাসী ভিখারীদের সপক্ষে আবেগঋদ্ধ কবিতা, ঋত্বিক চক্রবর্তীর মত অভিনেতারা রাখছেন ভিখারীদের সপক্ষে বক্তব্য, নানা মিডিয়া করছে সে সকল বক্তব্যের প্রচার, মমতার মত বিতর্কিত চরিত্র নিজের প্রাসাদে দিতে চাইছেন ভিখারীদের আশ্রয়, নিতে চাইছেন পথশিশুদের শিক্ষার দায়িত্ব, কারণ ভিখারী শুধু ভিখারী নয়। দেশের মাটি দখলের এবং দেশের সম্পদে ভাগ বসাবার মেশিনারিও।‌ এই মেশিনারির উপর হাত পড়লে মধুভাণ্ড শুকিয়ে যাবে অনেকেরই, বিশেষতঃ পশ্চিমবঙ্গের শিল্প, সাহিত্য, সংস্কৃতি, নাটক, মিডিয়া জগতের তো বটেই। "দিমাগি নকশাল" মাওবুদ্ধিরা তাই উঠেছে চঞ্চল হয়ে।

তবে লেখা শেষ করার আগে একটি প্রশ্ন করতেই হবে। মন্ত্র�� থাকাকালীন এই পথশিশুদের নিজের প্রাসাদে স্থান দিয়ে তাদের শিক্ষার দায়িত্ব কেন নিলেন না মমতা?
