This is what the UK spyware proposal means.

There must be government spyware on every mobile device. It shall watch everything that happens, including always watching the screen, looking for things the government disapproves of.

When anything is flagged by the software as something the government doesn't like, the software must block it from being sent or displayed (in realtime).

The user of the device must not be able to shut this watching and blocking off. The only way to shut it off would be to ask the government or its proxies to do so for you, at their discretion.

Therefore the whole device must be locked down. Administrator rights and the decision of what software or operating system to run or not to run must be taken from the owner/user and handed to the government and its proxies.

Apple and Google are themselves working hard to lock down the devices they are involved in to shut out competition and establish a duopoly.

The UK government says it is "working closely" with Apple and Google and currently they synchronise and coordinate their communication on this subject.

The UK government is now proposing to mandate what would otherwise be illegal anti-competitive practices.

Apple already said yes earlier this year. 35 million people woke up one day and had to prove they were adults to use a phone they already paid for.

Here's every time a government built one of these systems and what actually happened:

2001 — PATRIOT Act. passed 6 weeks after 9/11. 3 days after it was introduced it was law. sold as: we need to spy on terrorists. what it actually was: a wish list of surveillance powers the FBI had been asking for for years and Congress had already said no to. multiple times.

2005 — the Bush administration was caught running a secret program wiretapping american citizens with no warrant. no judge. no oversight. the "terrorism only" promise lasted exactly 4 years.

2013 — Snowden. the NSA was secretly collecting the phone records of every single american. not suspects. not terrorists. every person who made a phone call. the law said "collect data related to terrorism." they decided that meant everyone.

2015 — same law, Section 215, used to collect financial records, internet browsing history, and location data on ordinary americans. still called a terrorism tool.

2021 — the entire surveillance infrastructure built after 9/11 was used to monitor Black Lives Matter protesters. domestic activists. people marching in the street. not terrorists.

2026 — "Protect the children."

All they need a software update.

It has happened this way every single time.

UK Gives Apple and Google Three Months to Ban Nude Images on Kids’ Devices

The UK government has given Apple and Google three months to introduce stronger protections to stop children from taking, sending, receiving or viewing nude images on their devices.

Keir Starmer said that if the companies do not act by September, the government is prepared to introduce new laws.

“Today I’m calling on tech companies operating in this country to introduce device controls that prevent children from sending and receiving sexually explicit images. This is not an impossible challenge,” Starmer said.

Apple already has features that warn users when nudity is detected in Messages, AirDrop and FaceTime, while Google offers parental controls through Family Link and SafeSearch.

However, the UK wants stronger protections that work across devices and apps.
If Apple and Google fail to make the changes within three months, the government is ready to introduce legislation.
