As far as I can tell, the three biggest scandals of the AIDS crisis seem to be:

That bathhouse owners and gay leaders refused to cooperate with health officials in closing the bathhouses, which were the major site of rapid transmission, citing a civil rights violation, because there was fun to be had and profits to be made.

That the blood banking industry refused to cooperate with health officials in screening prospective donors and blood products, citing the fear of alienating their large gay donor base, but mainly because this would double the cost of a unit of blood to $12 and require recruiting new donors to replace the 6% donors screened out via testing, leading to the deaths of thousands of innocent transfusion recipients, among them many children.

That the Americans, led by NCI researcher Dr. Robert Gallo, entered into a heated PR rivalry with French doctors at the Pasteur Institute who first isolated the virus and repeatedly blocked attempts at recognizing their contribution, because they wanted full or at least shared credit.

I don’t know where exactly the Reagan stuff, that’s acquired such mythic proportions over time, fits into this. At minimum, the fact that these issues have been totally subsumed by the administration’s inaction seems wrong.
