Ideally a more efficient and secure solution would be to authenticate using a centralized AAA server like Cisco ISE which allows for user creds management, permissions, logs, policies and integration with directory services like Active Directory.

I’d be taking my CCNA study serious for the next two-three months. I just completed the first of 21 free lab exercises accompanying the volume 1 of the official cert guide - “Configuring Local Usernames”.

The lab was a walkthrough configuring usernames on a router so users must supply both a username and password to access the router via Telnet for example, rather than just a password.
