That is a silly idea though and far from simple. The administrative burden to control that at all such local authority funded facilities round the island would be significantly more than any income generated

@IainKewley The point is, with modern transport, everywhere on the island is ”local” and accessible to the vast majority should they wish to make use of any amenities. The rates system dates back to a time when this was not so and needs to be modernised
