Betrayal of Public Trust: Why Ralph Recto Must Resign

The unanimous decision of the Supreme Court declaring the siphoning of PhilHealth funds unconstitutional is not merely a legal rebuke—it is a moral indictment. Executive Secretary Ralph Recto, who as finance secretary orchestrated the transfer of billions from PhilHealth, has betrayed the public trust and violated the very laws designed to protect the health of our people.
This was no accident. It was a premeditated setup, engineered through rider provisions and political maneuvering, to divert PhilHealth’s lifeline into pork barrel projects and infrastructure. In doing so, Recto undermined the Sin Tax Law and the Universal Health Care Law, both of which were enacted to ensure sustainable financing for health services.
Recto himself admits that the decision was “politically wrong,” though he insists it was “fiscally correct.” This reveals the heart of the betrayal: he values fiscal optics over human lives. He chose discipline of numbers over discipline of compassion. Yet the truth remains—a nation’s health is its true wealth.
The defense that “smart people” in the Department of Finance supported the move only deepens the tragedy. Intelligence without wisdom, and cleverness without moral values, are dangerous when wielded against the most vulnerable. The Supreme Court has spoken clearly: the act was unconstitutional, and the funds must be returned. But accountability demands more than restitution—it demands resignation.
Ralph Recto deserves to step down. His actions have eroded confidence in our institutions, endangered the health of millions, and mocked the very spirit of universal health care. The people deserve leaders who protect life, not those who gamble with it.
Health is not a fiscal footnote. It is the foundation of national strength. To betray it is to betray the nation itself.

I think it's stupid that they implement a liquor ban during the elections for a "peaceful and fair environment for voters to express their choices" when people make wrong choices even when they're sober And the elections get rigged anyway. Oops.
