PAU Appoints Otonga Michael Ochan Acting Executive Director as Rubondoโs 10-Year Tenure Ends
The Petroleum Authority of Uganda has appointed Otonga Michael Ochan as Acting Executive Director following the end of Ernest Rubondoโs decade-long tenure. Ochan will oversee the petroleum regulatorโs operations as Energy Minister @DrMusenero and the @PAU_Uganda Board finalise the onboarding of a new substantive Executive Director.

Press Statement: Leadership Transition at the Petroleum Authority of Uganda
The Board of Directors of the Petroleum Authority of Uganda informs stakeholders that the Honourable Minister of Energy and Mineral Development communicated the approval of the appointment of a new Executive Director for the Petroleum Authority of Uganda (PAU).
The Honourable Minister and the Board of Directors are working to finalise the onboarding of the Executive Director-designate, whose details will be communicated in due course.
In the interim, the Honourable Minister appointed Mr. Otonga Michael Ochan, Director Finance and Corporate Services, as Acting Executive Director of the Authority, effective 1st September 2026, pending the assumption of office by the Executive Director-designate.

Addressing concerns surrounding EACOP, @UNOC_UG COO @SamanthaBarung1 highlighted that Africa must tell its own development story based on facts, outcomes, and long-term value.
Samantha said that while the project faced significant global opposition and financing challenges, African institutions rose to the occasion, demonstrating the continentโs ability to finance strategic infrastructure and shape its own development agenda.
She highlighted EACOPโs tangible impact, including over 500,000 trees planted, 1,000+ replacement homes, improved water and health infrastructure, and strong local content outcomes, with 85% of the workforce on Ugandaโs section of the project being Ugandans.

At the Africa Mindset Reset Forum, Samantha Muhwezi Kasami, COO @UNOC_UG, highlighted Ugandaโs journey to First Oil and how it reflects the principles of Pan-Africanism through regional integration and value addition.
She noted that Uganda and Tanzania are jointly delivering the 1,443km East African Crude Oil Pipeline, with over US$12 billion invested in Ugandaโs oil sector, creating 150,000+ direct and indirect jobs while positioning Africans to participate across the petroleum value chain.
