Dr April A Herlevi, Senior Research Scientist at the Center for Naval Analyses (Arlington, Virginia) delivered an insightful lecture on “China’s Technology Acquisition for Innovation: Implications for New Maritime Frontiers.”

Dr Herlevi provided a rigorous, independent analysis of the Geopolitical and Geoeconomic dimensions of China’s technology acquisition strategy, outlining the legal, policy, and institutional tools leveraged to enhance innovation capacity.

The talk offered a comprehensive overview of the mechanisms—both transparent and opaque—employed by the PRC and the PLA to obtain critical technologies, underscoring the implications for security, governance, and global innovation ecosystems.

A central theme was the urgent need for robust technology protection frameworks, and the importance of collective international engagement to address these emerging challenges in an increasingly contested maritime and technological landscape.
