BTS has seven members. it's time to move BTS concerts to other locations other than Busan. Daegu has a bigger stadium than Busan and we've have not yet gotten to celebrate Yoongi and Taehyung's home town.

Busan is THE PROBLEM, though.
When the same company has been able to organize dozens of concerts in Japan, Mexico and the US without issue, the simple answer to this kind of shit show lies in the responsibility of the host. You know that. You're just too afraid to accept the truth that Busan is not a city equipped to host huge events.
