🚨WHAT ON EARTH?!!

A naked man GRABBED a 7-year-old girl at a Portland park, ripping her from her mother's arms, lifting the child OFF THE GROUND...

...until her dad and a crowd of total STRANGERS swarmed him, BEAT HIM OFF HER, and pepper-sprayed him.

Where were the police?

They'd been called TWICE already. Nobody came.

It happened Saturday night at Tom McCall Waterfront Park with a family visiting from Michigan.

At 6:51 p.m., 911 callers reported a naked man running through the park.

At 6:55, he tried to PUNCH someone in the head.

Police say every officer in the precinct was "tied up on other calls" and no one was available.

Twelve minutes later, he had his hands on a child.

Police say he grabbed her arm and tried PULLING HER AWAY FROM HER MOM.

Her mother seized the other arm and held on with everything she had.

The struggle was so violent that little girl was lifted off the ground between them.

It turned into an all out tug of war between the mother and the naked man/

...and then America showed up.

Her father dove in, violenting beating the man.

Then bystanders, total strangers on a Saturday evening also piled on.

Nearly a dozen people began punching, kicking slapping and prying the man's hands off that little girl until he LET GO.

One stranger pepper-sprayed him to keep him away from the crowd.

Police finally found him naked, wading in the river. He's now charged with attempted kidnapping, assault, and more.

That little girl walked away with just a few scratches all because ordinary people refused to stand by and watch.

But one Portland mother said this is actually a NORMAL EXPERIENCE...

"You're gonna need to prepare yourself for the absolute worst, because nobody's gonna come help you."

Two 911 calls. Twelve minutes. Zero officers.

GOD BLESS every single person who jumped into that fight.
