Once again Nana B, you can’t compare governments with what they inherited without roping in the previous government. It is never heard of. Comparisons are one of the most practical ways to establish and test standards. To determine whether performance has improved or deteriorated, you usually need something to compare it against: the previous government, the previous year or the target that was set.
