That is not to say that the mind is not involved at all. But it is a matter of priority. We must always start and rely on God before we rely on our mind because the mind is fallen and needs to be renewed by God.
Understanding the Bible is first a spiritual exercise before it is an intellectual one. It is a book written for us but it was written to people who lived a very long time ago. In order to understand it God must reveal himself through it, to us.
My recommendation? Don't start your Bible reading with what does it mean, but start it with "God reveal yourself to me." Let the Spirit guide you to its meaning.
