Why did the yamune cartel turn a defamation complaint into a criminal police operation instead of going to court like any other citizen?

A high ranking officer like him is expected to understand the law, use his brains and know that defamation is challenged through evidence lawyers and the courts, not by sending officers to arrest someone and transport him across the country.

So what exactly was the intention behind using police power against Albert Ojwang?
