I think, in her grief, she held on to the catalog longer than she should have. She probably feels guilt about it too.

Poor Noriko she lost her first love tragically and now her former love rival is threatening her family + trying to marry her little sister for his own agenda.

I think…the reason why Noriko had half the catalog was to help her with Seiroku’s absence. Romance or no they had a bond. I think the ultimate plan was that if he did die she would be able to give it to Kihachi. So that he could start again.
