Initiative de construction collective d’outils civic tech open source dédiés à l'observation électorale citoyenne en #Afrique. Construites avec les organisations, mouvements et groupes de la société civile (OSC), par et pour les développeurs africains. Libres, réutilisables, pérennes.

Aujourd'hui encore, l'observation électorale citoyenne fonctionne avec des outils fragmentés, inadaptés au terrain et non mutualisés. Les hackathons produisent des prototypes isolés qui souvent ne durent pas.

Jokkondiral réunit ces deux logiques pour bâtir, ensemble, une infrastructure numérique commune :

A collective initiative to build open-source civic tech tools dedicated to citizen-led electoral observation in #Africa. Built with civil society organisations (CSOs), movements and groups, by and for African developers. Free, reusable and sustainable.

Today, citizen-led electoral observation still relies on fragmented tools that are often poorly adapted to local realities and rarely shared across initiatives. Hackathons produce isolated prototypes that often fail to last.

Jokkondiral brings these two approaches together to build a shared digital infrastructure:

👣 A pan-African community of civic tech developers committed for the long term

📊 L'hyper-présidentialisme en Afrique, en chiffres

En mars 2024, l'étude de l'#Observatoire AfricTivistes de la démocratie dressait un constat sans appel :

🔴 59,25 % des régimes présidentiels africains étaient hyper-présidentialistes
🔴 45,5 % des régimes semi-présidentiels
🔴 75 % des régimes dirigés par des militaires
🔴 100 % des pays en transition présentaient des tendances hyper-présidentialistes

⚠️ Depuis, le paysage a évolué — et pas toujours dans le bon sens : dissolution des partis politiques et mandat sans élection au Mali, réforme constitutionnelle contestée au Togo, transitions refermées par les urnes au Gabon, au Tchad et en Guinée, alternances au Sénégal et au Bénin… La concentration du pouvoir exécutif reste le principal défi des démocraties africaines.

📊 Hyper-presidentialism in Africa, by the figures

In March 2024, a study by the AfricTivistes Democracy #Observatory reached an unequivocal conclusion:

🔴 59.25 per cent of African presidential systems were hyper-presidential
🔴 45.5 per cent of semi-presidential systems
🔴 75 per cent of military-led regimes
🔴 100 per cent of countries in transition exhibited hyper-presidentialist tendencies

⚠️ Since then, the landscape has changed — and not always for the better: the dissolution of political parties and an unelected government in Mali, a contested constitutional reform in Togo, transitions brought to a close by elections in Gabon, Chad and Guinea, and changes of government in Senegal and Benin… The concentration of executive power remains the main challenge facing African democracies.

On Tuesday in #Mogadishu, the Deputy SRCC and OiC @AUSSOM, Amb. Mouktar Osman Karie, chaired a joint meeting with @iom_somalia, @UKinSomalia, @FCDOGovUK & Lower Shabelle Governor, Mr. Abdifatah Sayid Ahmed Siidii.

The meeting highlighted that #Stabilisation is a shared responsibility between all stakeholders and agreed that efforts should be locally identified, Somali-led, coordinated and sustained.

All parties commended the significant progress achieved in #Somalia through close #partnership and reaffirmed their commitment to collaborate through a community-centered approach in supporting the Somali Stabilisation Agenda.

C’est une question de droits humains, de démocratie et de libertés publiques.

📱 Données biométriques, fichiers électoraux, réseaux sociaux, surveillance numérique…

Nos données sont trop souvent collectées sans consentement, utilisées pour contrôler, réprimer ou faire taire les voix citoyennes.

Protéger les données personnelles, c’est :

- défendre la vie privée des citoyens,
- protéger les journalistes, activistes et défenseurs des droits humains,
- lutter contre l’usage abusif des lois numériques,
- promouvoir une citoyenneté augmentée, consciente et responsable.

🗣️ La protection des données ne doit jamais être un prétexte à la censure.

🔒 Sans protection des données, il n’y a pas de liberté numérique.

In #Africa, the issue of personal data is not merely a technical matter.
It is a question of human rights, democracy, and public freedoms.

📱 Biometric data, electoral rolls, social media, digital surveillance…
Our data is too often collected without consent, used to control, repress, or silence citizen voices.

Protecting personal data means:

- defending citizens’ privacy,
- safeguarding journalists, activists, and human rights defenders,
- combating the abusive use of digital laws,
- promoting an informed, responsible, and empowered citizenship.

🗣️ Data protection must never be used as an excuse for censorship.

🔒 Without data protection, there can be no digital freedom.
