Overall, the concept's inclusion in leading strategic documents suggests that CCP leaders continue to prepare for a war they probably hope to avoid but fear they cannot.

What specific tactics and capabilities emerge from the total war strategy remain to be seen. It certainly lends itself to high-end warfare and protraction.
This is a well-researched and sorely needed corrective to recent trends in U.S. PLA analysis. As the author concludes, claims that the PLA is focused on domestic issues or prestige rather than warfighting do not reflect reality; they foster complacency.
