Something that’s on my mind today. On March 3rd, the SK government rolls out a red carpet ceremony giving “Exemplary Taxpayers,” awards to CEOs paying around 25% corporate tax and praising them as patriots.
Meanwhile, entertainers can face personal tax rates close to 45–50%. And the moment their tax structure is questioned, their names trend, their reputations get dragged, and they’re publicly shamed before anything is proven?
So CEOs get medals and applause, while entertainers get audits, smear campaigns, and moral lectures?
You can’t pressure high earning citizens with a vague, complex tax system, then turn around and hand medals to CEOs who pay less in taxes and call it virtue. It’s odd. It’s staged. And nobody is buying it.
International fans have been reading your nuanced tax laws for weeks and connecting the dots. We see how “interpretation” somehow bends depending on who’s under the spotlight. We see who gets a shiny award and who gets sacrificed to the headline machine.
You celebrate “compliance” when it fills your pockets, but the moment a different tax structure doesn’t serve you, it suddenly becomes a scandal. That’s not transparency it’s selective enforcement.
Spare us the ceremony. If the system is truly fair, it shouldn’t need a stage. (end of rant)

Civic Group Files Police Complaint Against Leaker of Cha Eunwoo’s ‘20 Billion Won Tax Evasion Allegations’
A civic group has filed a police complaint against a tax official and a journalist over the leak of tax information related to allegations that ASTRO member and actor Cha Eunwoo evaded 20 billion won in taxes.
On February 10, the Korea Taxpayers’ Federation stated, “In connection with the incident in which tax assessment information related to Mr. Cha Eunwoo’s tax audit was leaked to the media, we have filed a complaint with the National Office of Investigation of the National Police Agency against an unidentified tax official who disclosed the information and the journalist who first reported it, on charges of violating the Personal Information Protection Act and disclosure of official secrets under the Criminal Act.”
The Korea Taxpayers’ Federation is a civic organization established in 2001 to protect taxpayers’ rights. In its complaint, the federation pointed out that Article 81-13 (Confidentiality) of the Framework Act on National Taxes strictly prohibits tax officials from disclosing tax information or using it for purposes other than those intended, in order to protect taxpayers’ rights.
The federation explained, “Article 71 of the Personal Information Protection Act stipulates that anyone who discloses personal information obtained in the course of work, provides it without authorization, or receives such information for profit or illicit purposes while knowing the circumstances, may be punished by up to five years’ imprisonment or a fine of up to 50 million won. Article 127 of the Criminal Act likewise provides for criminal punishment when a public official discloses secrets learned in the course of official duties.”
The federation asserted, “By unlawfully leaking detailed tax assessment information related to Mr. Cha Eunwoo’s tax audit, the accused violated the confidentiality principle guaranteed by the Framework Act on National Taxes and infringed upon taxpayers’ rights. Since specific details of additional tax assessments and the course of the investigation are information that only tax officials such as investigating officers or approval-line managerscould know, there is a very high possibility that this was an internal leak of tax information.”
It added, “Such information leaks are a grave matter that can cause irreparable harm to the individual involved,” and called for a thorough investigation.
Regarding the filing of the complaint, the federation emphasized, “This is not intended to defend or advocate for any specific individual, but to establish social trust that ‘tax information is securely protected under all circumstances.’” It stressed, “The protection of tax information is the foundation of the tax system and a core element that sustains the community.”
The federation also stated, “As seen in past cases such as that of the late Lee Sun-kyun, unverified investigative or inquiry information must not be made public, leading to irreparable damage to an individual’s reputation and human rights.”
Attorney Lee Kyung hwan, who is representing the complainant, said, “Mr. Cha Eunwoo, too, as a citizen and taxpayer of the Republic of Korea, must be equally protected by the taxpayer rights stipulated in the Framework Act on National Taxes and by the constitutional principle of presumption of innocence.” He added, “The law must be enforced equally regardless of whether someone is a public figure, and it is undesirable for tax information to be leaked and for social stigma to be imposed simply because someone is famous.”
Chairman Kim Sun-taek remarked, “The National Tax Service is an institution that holds vast amounts of extremely sensitive personal information, including citizens’ income, assets, medical expenses, donation expenditures, and credit card usage records, in addition to tax audit information.” He pointed out, “If such information is being managed carelessly, it is a serious problem.” He continued, “The National Tax Service must actively cooperate with this investigation to restore public trust in the protection of tax information.”

Amid controversy over allegations that actor Cha Eunwoo evaded taxes amounting to approximately KRW 20 billion, the Korea Taxpayers’ Association has raised concerns about the leakage of tax information by the National Tax Service (NTS).
On the 3rd, the Association issued a statement titled “Immediately stop the character assassination of Cha Eunwoo through false reporting by the media,” criticizing the situation by stating, “The leakage of tax information by the National Tax Service can result in irreparable damage by branding a celebrity as a ‘shameless tax evader’ through character assassination.”
Regarding the media reports on Cha Eunwoo’s alleged tax evasion, the Association emphasized that such reporting “infringes on the right to contest unfair tax assessments.”
The Association explained, “Under the Framework Act on National Taxes, taxpayers are granted the right to request a pre-assessment review before taxation, and to file objections and appeals after taxation in cases of illegal or unfair tax assessments. The acceptance rate of appeals filed with the Tax Tribunal averages around 26%.”
They continued, “In this situation, even if the additional tax assessed through a tax audit is unjust, Cha Eunwoo may be forced to give up his right to appeal due to negative public opinion,” adding that “this infringes upon taxpayers’ rights to challenge unfair taxation and receive refunds.”
They also stated that this situation violates the constitutionally guaranteed principle of the presumption of innocence.
The Association pointed out that “there are numerous cases in which the National Tax Service’s decisions have been overturned by the Supreme Court,” and criticized the media for “conclusively labeling entities as ‘paper companies’ during the taxation and appeal process, which amounts to prejudicial reporting that undermines appeal and litigation procedures and runs counter to the constitutional principle of the presumption of innocence.”
They further directly criticized the NTS, stating, “If tax information is leaked, the foundation of the national tax system collapses.”
The Association explained, “The Framework Act on National Taxes strictly prohibits the leakage of tax information, and such leaks are severely punished under the Criminal Act for disclosure of official secrets and under the Personal Information Protection Act. This is because if, as in Cha Eunwoo’s case, expected additional tax amounts from a tax audit and detailed assessment information are leaked and reported by the media, taxpayers will be reluctant to cooperate with tax investigations, ultimately undermining the foundation of the national tax system.”
The Association demanded, “The National Tax Service must immediately investigate the leak of tax information and punish those responsible,” and added, “The government should introduce a punitive damages system for harm caused by tax information leaks, and establish provisions in the Punishment of Tax Offenses Act to impose severe criminal penalties on those who leak tax information.”
